Driving Privileges 

Students can lose their licenses in North Carolina for the following reasons:

                                                     1. Dropping out prior to 18

                                                     2. Lose Control Lose License

                                                     3. Inadequate academic progress 

Driver’s Eligibility Certificate  

To get your learner’s permit or license you must have a driving eligibility certificate (DEC) or a high school diploma or its equivalent. A DEC is a document to make sure students meet academic and enrollment expectations for North Carolina. 

                                                 Level 1. - Driving with a limited learner's permit.

                                                 Level 2. - Driving with a limited provisional license.

                                                 Level 3. - Driving with a full provisional license.

 How Do You Get the Certificate?

 Driver eligibility certificates are distributed from the district office to your school. They are valid for 30 days.

Who Needs the Certificate?

Anyone under the age of 18 must have a valid DEC. Anyone over 18 that has had a DEC revoked due to disciplinary reasons during school or community college.

Where Do You Get the Certificate?  

The principal and/or the Driving Eligibility Certificate (DEC) Representative is responsible for signing and issuing a Driving Eligibility Certificate. To get the certificate you must have the following: 

From section 1 (n) (1) a of House Bill 769: 

• The person is currently enrolled in school and is making progress toward obtaining a high school diploma or its equivalent.
• A substantial hardship would be placed on the person or the person's family if the person does not receive a certificate.
• The person cannot make progress toward obtaining a high school diploma or its equivalent.
