Colonel Steven A. Baker started his military career after being commissioned as an Engineer Officer in 1988 from the United States Military Academy at West Point, NY. Following initial training at Ft Belvoir, Virginia, he was assigned to a mechanized engineer battalion in Germany as a Platoon Leader, Executive Officer and Operations Officer. After supporting OPERATION DESERT STORM, he returned to CONUS for advanced schooling, and went on to command a line airborne engineer company and the Advanced Airborne School in the 82nd Airborne Division. He was then chosen for a graduate program in Civil Engineering at the University of Florida, after which he served with the US Army Corps of Engineers as a Resident Engineer in NJ, Macedonia, Kosovo and Greenland.
Upon graduation from the Command and General Staff College he returned to the 82nd Airborne as the Assistant Division Engineer and Battalion Executive Officer where he deployed to Afghanistan in 2003. After attending JCWS, he took over as the Chief of Tunnel Detection Operations for Joint Task Force-North and NORTHCOM. He was then chosen to command the 508th Special Troops Battalion where he returned to the 82nd Airborne and Afghanistan and led combat operations in Paktia, Logar and Wardak Provinces as a Battle Space Owner for the 4th Brigade Combat Team. Upon his return from Afghanistan in 2008, he took over as the Deputy Brigade Commander for the 20th Engineer Brigade (Airborne) until he was selected to assist in the standup of the International Security Assistance Force (ISAF) Joint Command in Kabul. He served as the Director of the Combined Joint Operations Center for LTG David Rodriguez in the ISAF Joint Command in Kabul, Afghanistan. He returned from Kabul in 2010 to attend the Joint Advanced Warfighting School in Norfolk, VA where he graduated with honors in 2011.
Prior to becoming the Senior Army Instructor at North Brunswick High School, he served as the US Army Special Operations Command, Command Engineer at Fort Bragg, NC planning and managing over $500M in construction. Previous to that assignment, he commanded the US Army Corps of Engineers’ Wilmington District for three years leading a mostly civilian team of specialists to successfully accomplish a diverse mission set including military construction, civil works projects, regulatory missions, and emergency response missions for state and federal customers.
His major awards include: the Legion of Merit (2), the Bronze Star Medal (2), the Purple Heart, the Defense Meritorious Service Medal (2), the Meritorious Service Medal (3), the NATO Meritorious Service Medal, the Army Commendation Medal (5), and the Army Achievement Medal. He is also authorized to wear the Master Parachutist Badge, Army Ranger Tab, Combat Action Badge and various foreign awards and decorations from the Czech Republic, Germany and Honduras.
The Baltimore native is married to LTC (R ) Gwen E. (Zemaitis) Baker from Chicago who retired after serving as the Philadelphia Corps of Engineers District Commander. She is currently the President of CDM Smith Federal Services LLC, an Engineering and Construction firm. The couple has two children, Sean and Samantha.
