Title I, Part A (Title I) of the Elementary and Secondary Act
Title I (Part A) The Elementary and Secondary Act, as amended by the Every Student Succeeds Act, provides financial assistance to local education agencies and schools with high numbers or high percentages of students from low-income families. The purpose is to help ensure that all children meet challenging state academic standards.

Title I - Schoolwide Programs
All Elementary and Middle Schools in Brunswick County operate as Schoolwide Title I Programs. Schools operating under a schoolwide program do not need to identify particular students as eligible to participate. (ESEA section 1114(a)(2)(A)(i)). Each school, in consultation with parents and staff, design instructional programs to meet the needs of all students.
Use of Federal Funds
The uses of federal funds in a schoolwide program is based on an annual needs assessment. Examples of uses include:
- Additional Classroom Teachers and/or Interventionists
- Evidence-based strategies and programs used to accelerate the acquisition of academic content
- School climate interventions
- Response to Intervention Strategies
- Parent and Family Engagement Opportunties
- Professional Development opportuntities to enhance teacher knowledge and skills in providing evidence-based approaches to support learning
- Supplies and materials necessary to support student learning
Required Components of a Schoolwide Title I Program
- Comprehensive Needs Assessment - A school must consult with a broad range of stakeholders, including parents, school staff, and others in the community, and examine relevant academic achievement data to understand the most pressing needs of the students and school. A comprehensive needs assessment must occur annually.
- Comprehensive Schoolwide Plan - This plan must describe how the school will improve academic achievement throughout the school, but particularly for the lowest-achieving students, by addressing the needs revealed in the comprehensive needs assessment. The plan must contain descriptions of how the methods and instructional strategies the school intends to use will strengthen the academic program. It must also describe how it will increase the amount and quality of learning time, and help provide enriched and accelerated curriculum, including programs and activities necessary to provide a well-rounded education. (ESEA section 1114(b)(7)(A)(ii)). This plan may be integrated into an existing improvement plan.
- Annual Evaluation of the Schoolwide Plan - Schools must annually revise the plan, as necessary, based on student needs and the results of the evaluation to ensure continuous improvement. Schools must use the State's assessments, other student performance data, and perception data to determine if the schoolwide program has been effective.
